Bank of England consults on tokenized collateral for clearing houses

The Bank of England has opened a consultation on how central counterparties could accept tokenized versions of eligible collateral, setting out how firms would need to demonstrate that digital assets satisfy existing clearing and risk standards.

The proposed supervisory statement is aimed at central counterparties, or CCPs, which stand between buyers and sellers in many financial-market transactions. CCPs manage counterparty risk by collecting collateral, commonly known as margin, and using it to help cover losses if a participant fails to meet its obligations.

According to Cointelegraph, the Bank said current rules already allow a CCP to accept digital forms of eligible collateral when they meet the relevant standards. The draft guidance would clarify the information and controls a CCP must address when applying through the existing approval process. It would cover collateral that CCPs already accept, as well as forms that qualify under the proposed UK CCP Rulebook but are not currently being used.

What the proposed guidance covers

The Bank said the statement would not introduce new regulatory obligations. Instead, it is intended to explain how existing requirements apply when collateral is represented or transferred using tokenization.

Tokenization generally refers to creating a digital representation of an asset or claim on a distributed ledger or another digital system. For a CCP, however, the technology would not remove the need to show that collateral can perform its essential functions.

The draft guidance says tokenized collateral must remain capable of being valued, transferred and realized. Those capabilities would also need to hold during stressed market conditions, when prices may move sharply, liquidity may weaken and firms may face urgent margin calls. The Bank said faster transfers across jurisdictions could help market participants meet those calls.

Innovation alongside financial stability

The consultation forms part of the Bank’s work on the responsible use of tokenization in financial-market infrastructure. Sarah Breeden, the Bank’s deputy governor for financial stability, said the initiative supports the institution’s secondary objective of encouraging innovation while maintaining financial stability.

The proposal therefore focuses on the conditions a CCP would need to demonstrate rather than automatically approving a particular tokenized asset or platform. The material does not identify any specific collateral type that has been accepted under the consultation.

The consultation paper is open for responses until Feb. 12, 2027. The central bank expects to publish its policy response and rules later this quarter.
