Circle removes USDC and EURC redemption surcharge as Express fee remains

Circle is removing its separate net-redemption overage charge for institutional conversions of USDC and EURC into fiat, under a revised Circle Mint fee schedule taking effect from billing periods beginning on or after October 19, 2026. The Express option will continue to carry a 0.05% fee before eligible credits.

Revised Circle Mint pricing

The change applies to Circle Mint, a platform used by institutions including exchanges, banks, wallet providers and institutional traders. The service is not available to individuals or customers minting stablecoins for personal use.

Under the new schedule, the former Basic tier is being renamed Standard, while the former Institutional tier becomes Express. Circle is also retiring the previous Standard structure, which included a daily net-redemption fee and a $10 million daily gross limit.

Standard redemptions have no Circle redemption fee. Express redemptions cost 0.05% of the gross amount before any applicable credits. The removal of the overage charge therefore affects both tiers, but does not eliminate Express’s base fee.

Existing customers will move to the revised pricing at the start of their next billing period that begins on or after October 19. The new schedule covers conversions of both USDC and EURC into fiat.

Processing times and Express credits

Standard processing can take up to two business days. Express offers near-instant processing for the 5-basis-point charge, although both options can require additional time for bank settlement.

The processing clock begins when Circle accepts a complete request. Compliance, fraud or sanctions reviews, along with unavailable banking partners or payment rails, can extend the timeline. Circle says these processing and settlement arrangements are unchanged by the pricing revision.

Express customers may receive credits when they mint more stablecoins than they redeem during a billing period. Circle calculates net minting by subtracting gross redemptions from gross mints. The published credits are:

  • 25% for eligible positive net minting
  • 75% at $40 million in net minting
  • 100% at $100 million in net minting

Credits depend on activity during the billing period, are not guaranteed and cannot exceed redemption fees paid. Customers with zero or negative net minting receive no credit. Activity through the Circle Payments Network is exempt from Express redemption fees, while a separate written agreement takes precedence if it conflicts with the public schedule.
