HTX to Leave UK Under Confidential FCA Settlement

HTX will leave the UK under a confidential settlement with the Financial Conduct Authority, ending the regulator’s first crypto financial-promotion enforcement case. UK deposits and new registrations have stopped, while existing customers have 48 hours to withdraw assets before their accounts close.

HTX will leave the United Kingdom under a settlement with the Financial Conduct Authority, bringing the regulator’s first enforcement case against a crypto firm over financial promotions to an end. The agreement requires Huobi Global S.A., the Panama-registered company behind the HTX brand, to stop communicating financial promotions that breach UK law.

The FCA said HTX is no longer operating in Britain. UK customers can no longer deposit funds, while new users cannot open accounts. Existing customers have 48 hours to withdraw their assets before their accounts are closed.

The settlement concludes High Court proceedings that began in October 2025. According to Bitcoin Magazine, the FCA announced the outcome after settlement discussions that started in March and were extended in June. The regulator said HTX had failed to engage meaningfully during several earlier rounds of discussions.

The terms of the agreement are confidential. The FCA said the settlement does not include an admission of liability or wrongdoing, and publicly available reporting does not say whether HTX paid a fine.

What the agreement requires

Under court undertakings, Huobi Global S.A. has committed not to issue financial promotions that violate UK rules through the HTX website, its applications or social-media channels. Financial promotions are communications intended to market financial products or services. In the UK, firms must comply with rules governing how such products are promoted to consumers.

The FCA presented HTX’s departure as a broader warning to overseas crypto businesses. Steve Smart, the regulator’s executive director of enforcement and market oversight, said a company’s location outside the UK does not place it beyond the reach of British law.

“Crypto firms should be under no illusion: being based overseas does not put them beyond the reach of UK law,” Smart said. He added that the action means HTX can no longer target UK consumers and that other firms should follow the rules or face consequences.

HTX offered a different emphasis in its own response. The exchange said it takes local compliance requirements seriously and had proactively introduced measures intended to align with UK financial-promotion regulations, according to Reuters. The statement did not alter the FCA’s announcement that HTX is leaving the UK market.

Wider regulatory pressure on Huobi Global

The UK settlement comes as Huobi Global faces sanctions-related restrictions in both the UK and the European Union. In May, the UK sanctioned Huobi Global over alleged support for Russia’s financial sector and identified HTX as another name for the designated entity.

In July, the EU included Huobi Global in its 21st package of Russia sanctions. The measures barred EU transactions with the exchange but stopped short of imposing a full asset freeze. HTX has said Huobi Global S.A. is separate from the online exchange.

The source material also links HTX to a separate compliance incident involving Kraken customers in August. Kraken users were temporarily locked out of their accounts after receiving very small cryptocurrency transfers associated with sanctioned funds. Such transfers were described as a “dust attack”, in which tiny amounts are sent to wallets to trigger compliance checks or distribute sanctioned funds across platforms.

About 12,000 transfers were reportedly sent from a wallet linked to HTX. Kraken said its compliance team restored customer access, retained the sanctioned funds and worked with authorities to prevent further attacks. The incident is separate from the FCA settlement, but it forms part of the wider sanctions and compliance backdrop surrounding HTX and Huobi Global.

Moneyiar market data at the stated times shows Bitcoin at $80,430.506808014, down 0.08% over 24 hours and 1.32% over seven days, as of October 25, 2026, at 22:39 +03:30.

The HTX token was priced at $0.0000016324, up 0.1% over 24 hours and down 1.25% over seven days, as of October 25, 2026, at 22:38 +03:30. For comparison, Celestia was at $0.5321576029, unchanged over 24 hours and down 11.85% over seven days at 22:38 +03:30, while RedStone stood at $0.1452603192, down 2.72% over 24 hours and up 6.36% over seven days at 22:39 +03:30.

The FCA’s action matters because it makes clear that UK consumer-protection and financial-promotion rules can apply to an overseas crypto platform seeking access to British users. For HTX customers, the immediate consequence is the end of UK access and the short window provided to withdraw assets before accounts close.
