PHP Foundation calls delayed critical security fix a “structural failure”

A delayed response to a critical PHP security flaw prompted government agencies, technology organizations and website operators worldwide to take services offline while emergency patches were released. The PHP Foundation acknowledged that limited resources and an uncertain decision-making process slowed work on a vulnerability first identified in 2024.

Emergency patches trigger global shutdowns

PHP, a programming language used to build and operate websites and web applications, released emergency updates for two related critical vulnerabilities. The flaws could allow an attacker to execute code remotely on an affected server without first authenticating.

That possibility led organizations to disconnect websites and online services as a precaution while administrators assessed their systems and prepared to apply the fixes. The PHP security team said it had not identified any functional exploits when the vulnerabilities were publicly disclosed.

The disruption affected public-sector services in several countries. The Netherlands temporarily shut down its digital identity service, and its National Cyber Security Center took its own website offline. Finland’s state IT provider Valtori disconnected government public web services, while France’s Interior Ministry temporarily removed prefecture websites from the internet. Germany’s federal IT provider ITZBund also disabled several sites, according to Reuters.

Australia’s Signals Directorate said its cybersecurity website, cyber.gov.au, was among the government sites affected. Japanese Prime Minister Sanae Takaichi urged website operators on X to prepare to install the patch quickly, adding that temporarily suspending website functions could reduce risk where immediate patching was not possible.

The Wikimedia Foundation also took supporting services offline, including Toolforge and Cloud VPS. Those services host tools and projects used by volunteer developers, and the action resulted in parts of Wikipedia going offline.

Foundation acknowledges breakdown in response

According to Cointelegraph, the PHP Foundation said developers first found indications of the vulnerability in 2024. The challenge was to develop a fix without causing wider disruption across the large ecosystem of software built with PHP.

The foundation said the issue was initially difficult to prioritize because there was no known route to remote code execution at that stage. It also pointed to the small number of core developers with the specialist knowledge needed to work on the PHP engine, noting that they were handling many other responsibilities.

As a result, work on a solution repeatedly stalled and restarted over a period of months. The foundation described the delay as a “structural failure” involving both the security team’s decision-making process and a lack of resources.

The vulnerability was brought back to the foundation’s attention on August 11, when security firm Calif and OpenAI independently reported the same underlying issue. Calif demonstrated unconditional remote code execution, turning the matter into a top security priority and leading to the emergency response.

The incident highlights the security challenge faced by widely used open-source software. A programming language can support a broad range of websites and applications, while the teams maintaining its core components may remain relatively small. A flaw in that central software can therefore require action from organizations far beyond the original development community.

Crypto platforms assess exposure

The PHP issue also prompted checks across the digital-asset industry. Blockchain security company SlowMist said its MistEye service reviewed PHP usage across the crypto sector. It assessed 1,488 domains and found direct PHP fingerprints on 793 of them, urging exchanges, decentralized-finance platforms and wallet providers to review their exposure and upgrade affected systems.

Intersect, the organization supporting Cardano’s development and governance, temporarily took its Members Area offline while it assessed potential exposure. The page remained offline at the time of reporting.

Coinbase Chief Security Officer Jeff Lunglhofer said the exchange had found no evidence of exposed PHP instances. He said Coinbase conducted a full sweep after learning of the vulnerabilities and was also working with third-party suppliers for additional assurance. Digital-asset infrastructure company BitGo likewise said its platform was unaffected.

Binance co-founder Changpeng Zhao advised internet users to exercise extra caution when visiting websites in the following days, warning that some administrators might not yet have applied the security updates. OpenAI released a Codex skill through GitHub to help website operators check PHP versions for possible exposure and identify relevant updates.
