Cardano Treasury Proposal Seeks $5 Million for Tokenized Copper Reserve

Cardano voters are considering a 22 million ADA request from Toto Finance to create a tokenized copper reserve. The proposal would require copper to rise about 49.4% for the treasury to recover its investment under stated assumptions, while using more than half of remaining withdrawal capacity.

Cardano Treasury Proposal Seeks $5 Million for Tokenized Copper Reserve

Cardano holders are being asked to approve a proposal that would commit 22 million ADA—valued at about $5 million in the plan—to a reserve of tokenized copper. Toto Finance, which specializes in putting physical commodities on blockchain networks, says the initiative could give Cardano exposure to a real-world asset, but the treasury would need copper prices to rise sharply to recover its investment under the proposal’s assumptions.

How the copper reserve would work

The proposal, called the Cardano Strategic Copper Reserve, would dedicate roughly two-thirds of its budget to buying exchange-grade copper. The metal would be stored in a COMEX-approved warehouse near New Orleans, while a token called CuTT would represent each verified pound held in reserve.

Toto plans to keep the copper for between 18 and 24 months before selling it over the following year. Net proceeds from those sales, together with any funds left unused, would be returned to Cardano’s treasury by the 36th month.

The remaining part of the budget would cover storage, insurance, audits, oversight and Toto’s project work. The proposal does not guarantee that the treasury will receive back the same amount of ADA it commits.

Voting on the request is scheduled to close on Nov. 15, according to CoinDesk, which first reported the details.

The price hurdle for Cardano’s treasury

The economics of the proposal depend on both copper prices and the dollar value of ADA. The plan assumes copper is bought at $6.73 a pound and sold at approximately $10.06. If the entire 22 million ADA allocation is spent and ADA’s dollar price does not change, copper would need to increase by about 49.4% for the treasury to recover its withdrawal.

A lower final spend would reduce that break-even hurdle. However, a stronger ADA price would raise the amount of copper appreciation needed when the treasury’s return is measured against its original ADA allocation.

Toto founder and chairman Monty Metzger said bullish scenarios have projected copper appreciation of about 30% annually. At that rate, he said, copper could gain 69% over 24 months, potentially exceeding the proposal’s break-even threshold. He also acknowledged that commodity prices can fall.

Copper is sometimes called “Dr. Copper” because it is closely watched as an indicator of industrial activity. Its uses across manufacturing and construction mean that price movements are often viewed in the context of economic growth. That reputation, however, does not remove the market risk attached to holding the metal.

Payments, ownership and remaining treasury capacity

Although Toto says it would not take a profit from the proposal, the company could receive several payments from the requested allocation. The budget includes 2.64 million ADA for technology and project management, along with a 441,732 ADA execution fee. Toto could also receive as much as 278,291 ADA through a margin on third-party storage and insurance invoices within the operating budget.

Combined, those potential payments could total about 3.36 million ADA, or roughly 15% of the request. Toto would also retain the commercial rights and income from a separately funded CuTT business. The treasury’s financial return would be tied to copper sales and unused funds rather than to that commercial operation.

The tokens would initially be minted on Ethereum and locked in a bridge, software designed to allow corresponding tokens to be issued on Cardano. The smart contracts and their security reviews have yet to be completed. Toto would hold legal title to the physical copper. Metzger said an independent collateral agent and first-priority security arrangements would be used to protect the treasury if Toto failed, but no agent was identified in the material.

The request arrives as Cardano’s treasury withdrawal capacity is already substantially committed. The system has a 500 million ADA withdrawal cap running to about July 2027. As of Oct. 16, 457.4 million ADA had been used, leaving the copper proposal—if approved—to consume just over half of the remaining allowance. Under the existing rules, returning proceeds would not restore that capacity.

The scale of the request also matters politically. In late May, a 7.8 million ADA funding request from the Cardano Foundation for its 2026 summit received 65.21% support, below the two-thirds threshold required for approval, and the summit was canceled. Toto is seeking almost three times that amount.

Moneyiar market picture

Moneyiar data at 08:04 on Oct. 24, 2026, showed ADA trading at $0.2084315435, down 3.49% over 24 hours and 6.78% over seven days. The proposal’s dollar estimates were based on its own assumptions, so the current ADA price illustrates the market backdrop rather than changing the terms described in the request.

Toto has said it aims to expand its tokenized-copper platform to $5 billion in assets and sees Cardano as a potential flagship network. For Cardano voters, the proposal therefore combines a commodity-market bet, an allocation of scarce treasury capacity and a potential expansion of real-world-asset activity on the blockchain.
