Kazakhstan court restricts Coinbase, BingX and four other crypto platforms

Kazakhstan court restricts Coinbase, BingX and four other crypto platforms

Kazakhstan has secured court-ordered restrictions against six crypto platforms accused of offering digital-asset services without the required authorization, escalating the country’s enforcement of its licensing rules.

Court order covers platforms and app stores

The Astana International Financial Centre (AIFC) court prohibited BingX, Bitcoin.com, Huobi Global, also known as HTX, BitMart, Coinbase and WEEX from providing digital-asset services without licenses in the relevant jurisdiction. The order also extends to Google and Apple as app-store operators, requiring geographic restrictions on access to the platforms’ applications in Kazakhstan.

According to Cointelegraph, the Astana Financial Services Authority (AFSA) said the injunctions followed legal action against operators that were allegedly offering crypto-related services without permission. The court’s initial Sept. 15 order also listed LBank, but an amendment issued three days later removed it after the platform’s operator blocked access in Kazakhstan.

The restrictions are aimed at platforms operating without authorization under Kazakhstan’s regulatory framework. They do not represent a general court ruling against all cryptocurrency activity in the country; rather, they concern the named services and their access within Kazakhstan.

Why the regulator acted

AFSA said customers using unlicensed platforms do not receive protections required from licensed firms. Those safeguards include arrangements for protecting customer assets, disclosures, complaint handling and dispute resolution.

Kazakhstan’s National Bank supervises digital-asset service providers operating outside the AIFC, while AFSA is responsible for relevant activity within the financial centre’s framework. AFSA Chief Executive Evgeniya Bogdanova said the decision followed sustained work by the authority’s supervision and enforcement teams against platforms that advertised and provided digital-asset-related services without the necessary permission.

The regulator said it had warned more than 20 platforms about AIFC requirements during 2025. Nine subsequently restricted access to their applications voluntarily in Kazakhstan, and seven indicated that they planned to apply for licenses. AFSA withdrew its claims against the nine platforms that voluntarily limited access. The court injunctions will instead be enforced against the remaining six covered by the action.

Cointelegraph reported that requests for comment sent to BingX, Coinbase and Huobi Global had not received an immediate response.

Wider enforcement background

The latest case follows earlier access restrictions in Kazakhstan. Cointelegraph previously reported that the country’s Financial Monitoring Agency blocked access in 2023 to almost 1,000 crypto exchanges serving local citizens without proper registration.

For users, the case highlights the difference between being able to download or access a crypto application and using a service authorized under local rules. App-store restrictions can make a platform’s application unavailable in a specific country, while licensing requirements determine whether a provider may lawfully offer regulated digital-asset services there.
